MSN Encarta introduces wiki-like enhancements

Microsoft’s Encarta has announced the addition of a blog as well as some wiki-like functionality to the online subscription encyclopedia.Encarta is welcoming revision suggestions from their users, but they have a disclaimer:

Encarta is different from open-content encyclopedias found elsewhere on the Web that post users’ changes immediately.

When the changes are implemented at Encarta, readers can click an “Edit this article” link to have their contribution reviewed by editors at Microsoft for possible use.

The web enhancement has introduced a minor security glitch for the subscription service. When trying to look up an article on Encarta as a non-subscriber, web surfers receive a teaser page suggesting the user sign up for a subscription [1]. However, using the editor URL for the same article will get a WYSIWYG display of the article requested; a simple way around the subscription requirement [2].

Khamenei: US and Israeli intel services responsible for Iraqi shrine bombing

Grand Ayatollah Ali Khamenei, Iran’s highest-ranking religious and political leader, blamed the intelligence services of the United States and Israel for the bombing of the Askari Mosque in Samarra, Iraq. According to him,

The perpetrators of this huge crime, whether they be the remnants of the Saddamist Baath regime or the reactionary elements of Salafist and Wahhabist groups…there is no doubt that the spy agencies of the occupiers and the Zionists were the brains behind the evil plot.

On 13th of June 2007, Iraqi insurgents blew up the two minerets of the Askari Mosque. The shrine is important because it contains the remains of the Imam Hadi and Imam Askari. The son of Imam Askari is Imam Mahdi. This is especially important in the context of Iran’s politics; according to Article 5 of the Constitution of the Islamic Republic of Iran, Khamenei as an Islamic jurist is supposed to lead the “Ummah“. Some Muslims object to this. For instance, one Islamic cleric has said that Khamenei “does not have a divine authority or right to determine the fate of other peoples and countries,” referring to Muslims outside Iran.

Khamenei urged Sunni scholars to speak out against the sacrilege and Shia Muslims to remain calm. He believes that this bombing of part of a conspiracy to fuel sectarian tensions.

Earlier, Sheikh Mohammad Hussein Fadlallah in Lebanon also made the same charge and said, “Without doubt, the occupiers are providing the grounds for Salafi Takfiri groups and intelligence agencies to pillage the country.”

APEC countries set “aspirational goals” on climate change

Australian Prime Minister John Howard has announced that leaders of APEC nations have agreed on “aspirational goals” on climate change. The agreement, which Prime Minister Howard calls the Sydney declaration focuses on reducing energy intensity (the amount of energy used to produce a dollar of gross domestic product), reforestation and technology sharing.

Despite Australia, the United States and China being non-signatories to the United Nations’ Kyoto protocol on greenhouse gas reductions which is set to expire in 2012, the APEC accord calls for “We call for a post-2012 international climate change arrangement … that strengthens, broadens and deepens the current arrangement and leads to reduced global emissions of greenhouse gases,” according to the draft declaration.

The declaration as agreed upon will be released on Sunday. The draft agreement recognised that action was required to “slow, stop and reverse” greenhouse gas emissions; that nations should vow to reduce energy intensity by 25 percent by 2030; that forest cover in the region should be increased by 50 million acres by 2020; and that APEC nations will work with other nations to find a solution to climate change. The declaration is non-binding and is simply a statement of goals to which the nations will try to achieve.

Host nation Australia has been criticised by China, Indonesia, Japan and Malaysia for putting climate change on the agenda at the APEC summit, saying they would prefer dialogue on climate change to occur under a United Nationa framework. Indonesia’s Foreign Minister Hassan Wirayuda said “the APEC meeting does not replace the appropriate forum to deal with climate change.”

Mr Wiraydua said that despite Indonesia not being entirely satisfied with the declaration they would “live with it”.

Environmental group Greenpeace has rejected the APEC statement because it doesn’t set firm targets and includes the use of nuclear energy as a replacement for fossil fuels.

Before you even consider calling a contractor, you need to know exactly what you want him to do. First of all, go online and see what is available in your area. You will want a contractor that is easy to reach, and if you have to leave a message, how long will it take him to return your call.

Then make a list of the projects that you ll want the contractor to tackle. If the list is long, try to narrow it down to the essentials. Then pick four or five local contractors and give them a call. Ask each one similar questions so you can judge the one that seems the most honest, qualified, and reliable.

On your list write the contractor s license number, workers compensation number, and bond number. Don t hire a contractor until you have those numbers in hand and contact the agency to see if his licenses are still valid or have they expired? Does the contractor have a printed contract with his name, address, phone, and license numbers?

Is the contractor qualified and has he done a job like yours before? Does he have references, and can you contact them? How long does he estimate that the job will take to complete and when can he start? Keep definite dates in mind, but allow for a bit of leeway.

Now that you ve narrowed the list down to two or three, contact the contractor again and ask for an interview and a price quote. Make a note if the contractor arrives on time, or if he runs late, does he call you to let you know he is running late. If a contractor fails to do that, forget about him, and go on to the next one.

How and when does the contractor expect payment? There are laws that state how much a contractor can collect as a down payment. Make sure you know the law and hold the contractor to it. For instance the law forbids a company from taking over 10% or $1,000 as down payment.

Before you sign on that proverbial dotted line have the due dates written on the contract. For instance, the second payment may be due when they deliver the material. There may be additional payments with the final due when the project is completed to your satisfaction.

Does the contractor hire sub-contractors? If so make sure they get paid. Otherwise if the contractor does not pay the sub, they can come back to you and demand payment or put a lien on your home.

Be cautious, but not demanding, and when they start the job stay out of their way and let them do their job.

Gunman on the loose in Melbourne

Police in Melbourne, Australia are on the hunt for a gunman who killed a man and injured two others in the city’s central business district this morning.

Officials warned all office workers to remain indoors, and train services to Flinders Street Station were temporarily on hold, as investigations were carried out on the intersection of Flinders Lane and William Street.

Malcom Bates, who witnessed the shootings at around 8:15 a.m., said the gunman grabbed a woman from inside a taxi. “The lady got away and he turned and shot three people basically point blank,” Mr Bates said. “I was right across the road”. He said that the incident took no longer than the “wink of an eye”.

Paramedics struggled to revive the one victim for almost an hour before declaring him dead at the scene. The two injured people have been taken to the Royal Melbourne Hospital in a critical condition.

Police believe the incident began at the Bar Code 24-hour bar in King Street, when a woman attempted to get into a taxi. She was apparently grabbed by the hair by the gunman who then shot her and two men who attempted to come to her aid.

Police have identified the gunman as Christopher Wayne Hudson, aged 29. They believe him to be a member of the Hells Angels bikie gang. Police have described Hudson as about 180 cm tall, with short brown hair and wearing a dark tracksuit top and dark denim jeans.

A building worker on a construction site on the corner of Queen and Flinders Streets has reportedly discovered a handgun. It is understood the gunman may have thrown the weapon into the site as he fled the scene.

ACLU President Strossen on religion, drugs, guns and impeaching George Bush

There are few organizations in the United States that elicit a stronger emotional response than the American Civil Liberties Union, whose stated goal is “to defend and preserve the individual rights and liberties guaranteed to every person in this country by the Constitution and laws of the United States”. Those people include gays, Nazis, women seeking abortion, gun owners, SPAM mailers and drug users. People who are often not popular with various segments of the public. The ACLU’s philosophy is not that it agrees or disagrees with any of these people and the choices that they make, but that they have personal liberties that must not be trampled upon.

In Wikinews reporter David Shankbone’s interview with the President of the ACLU, Nadine Strossen, he wanted to cover some basic ground on the ACLU’s beliefs. Perhaps the area where they are most misunderstood or have their beliefs most misrepresented is their feelings about religion in the public sphere. The ACLU categorically does not want to see religion disappear from schools or in the public forum; but they do not want to see government advocacy of any particular religion. Thus, former Alabama Chief Justice Roy Moore’s placement of a ten ton monument to the Ten Commandments outside the courthouse is strenuously opposed; but “Lone Ranger of the Manger” Rita Warren’s placement of nativity scenes in public parks is vigorously defended. In the interview, Strossen talks about how certain politicians and televangelists purposefully misstate the law and the ACLU’s work in order to raise funds for their campaigns.

David Shankbone’s discussion with Strossen touches upon many of the ACLU’s hot button issues: religion, Second Amendment rights, drug liberalization, “partial-birth abortion” and whether or not George W. Bush should be impeached. It may surprise the reader that many ideas people have about the most visible of America’s civil libertarian organizations are not factually correct and that the ACLU often works closely with many of the organizations people think despise its existence.
