The state of New Jersey has the highest population density among the 50 states- an average of 1,030 people per square mile with 90% of the people living in an urban area. This might explain the fact that property taxes in the Garden State is the highest in the country- twice the national average. Based on a recent report by WCBS newsradio however, 200,000 homeowners in Jersey State don’t seem to know or care about that seeing as they failed to apply for $200 million worth of tax rebates.

Tax rebates are just one of the numerous examples of sources of New Jersey unclaimed money and property. Abandoned bank accounts, stocks, cash and mineral deposits, unclaimed insurance and retirement benefits, uncashed checks and even safe deposit bank contents all fall under New Jersey’s Unclaimed Property Law. All sorts of items have been found in the latter- autographs of historical figures like General George S. Patton and Mae West, an $80,000 Tiffany bracelet, a prosthetic leg and old animal bones have been collected from deposit box contents abandoned by residents of N.J.

People tend to lose track of their finances when they change addresses or jobs, get married, or pass-away. Mailed checks or notices can get returned to their senders when forwarding addresses aren’t left behind by the would be recipients. Under escheat laws, these abandoned financial assets are turned-over to the state after a certain period which varies from account type to account type, and state to state. The web site of the New Jersey State’s Division of Taxation says the following about unclaimed money and property:

‘Except as otherwise provided by this chapter, all property, including any income or increment derived therefrom, less any lawful charges, whether located in this State or another state, that is held, issued, owing in the ordinary course of a holder’s business and has remained unclaimed by the owner for more than three years after it became payable or distributable is presumed abandoned.

At the time that an interest is presumed abandoned under this section, any other property right accrued or accruing to the owner as a result of the interest, and not previously presumed abandoned, is also presumed abandoned.’

Some 42,000 residents of the Garden State recently claimed $88.4 million in a single year, but there are still hundreds of millions of dollars to be claimed belonging to over 1,200,000 people. Each of the 1.2 million people are owed at least $50, but many are owed much much more. Atlantic City, N.J. is home to the annual Miss America pageant, but state residents should also look into something as, (if not more) beautiful- New Jersey unclaimed money.

‘Liberty And Prosperity’ is the state motto and everyone is indeed free to go check and do a search for unclaimed property and make themselves a bit more prosperous by getting back their lost money. It can be as simple as going on-line and doing an unclaimed money search using one’s name . The tricky part though is doing a thorough search, as it’s possible to overlook pre-escheat funds and unclaimed money in different states.

Alaska senator Ted Stevens indicted in corruption scandal

United States Senator Ted Stevens of Alaska has been indicted by federal grand jury on seven criminal counts for making false statements in his Senate financial disclosure forms. The longest-serving Republican in the Senate, Stevens is the highest-profile politician ensnared in the corruption scandal surrounding VECO Corporation and its executives’ attempts to influence politics.

VECO, a subsidiary of CH2M Hill as of September 2007, is an oil pipeline and services company. It is alleged to have funded renovations to the Stevens home in Girdwood, Alaska in 2000. The renovations include a new garage and first floor, a two story wrap-around deck, as well as new wiring and plumbing. In 2007, VECO chief executive Bill Allen pleaded guilty to charges of extortion, bribery, and conspiracy.

The 28-page indictment alleges that Stevens “knowingly and willfully engaged in a scheme to conceal” gifts from VECO, which totaled “hundreds of thousands of dollars worth of things of value.”

A press release was issued by Stevens’ office in response to the allegations: “I am innocent of these charges and intend to prove that.” And Stevens himself commented, “I have never knowingly submitted a false disclosure form required by law as a U.S. senator.” Senator Daniel Inouye, a close friend of Stevens, commented: “As far as he’s concerned, he’s not guilty. And I believe him.”

Stevens was reportedly caught unawares on Tuesday when the indictment charge was filed. “Apparently, the media knew about it before he did,” Inouye stated, adding that he had just talked to Stevens. Ted Stevens was in a meeting with other Republicans when he found out about the charge.

Stevens is the longest-serving Republican senator in history and is up for reelection this November. Calls to his office in Washington for comment were redirected to a voicemail indicating that his “office is closed.”

The United States Department of Justice says it has already obtained seven convictions in the case: Peter Kott, a former Speaker of the Alaska House of Representatives; Thomas T. Anderson, a former state representative; Victor H. Kohring, another representative; James A. Clark, chief of staff to the former governor of Alaska; William Bobrick, a lobbyist; Bill Allen, VECO chief executive; and Richard L. Smith, VECO vice president of government relations.

Danish Integration Minister’s car burned

Copenhagen, Denmark – The Danish Integration Minister Rikke Hvilshøj’s car was set ablaze outside her family-home on the morning of Wednesday 8 June. From there, the fire spread to the family’s garage, and further on to the side of the house, damaging the roof above the kitchen and children’s room.

At the same time, an e-mail was sent to several media agencies, where a group calling themselves “Action Group Beate” claimed responsibility, saying it is a “protest against the racist immigrational laws of Denmark”. The police found the computer used for sending the mail within a few hours, and closed down the cybercafé whilst removing the computer.

Throughout the Danish political system politicians from both the ruling party and the opposition have expressed their outrage over the terrorism.

The insurance company is currently assessing the amount of damage done to the home, but so far they have made an estimate of £27.000, just for the house damages.

Shots fired on Capitol Hill

There have been reports of gunfire heard in the Rayburn House Office Building in Washington D.C. at approximately 10:30 a.m. EDT (1430 UTC), leading to a lock down of the United States Capitol. Senate Sergeant at Arms Bill Pickle announced there were no injuries. FOX News reported that a man with a gun was apprehended by Capitol police, but no confirmation has been made of this.

The Senate was in session when the lockdown occurred, but the House of Representatives was not. Many members of congress had already departed in advance of the long Memorial Day holiday in the US. BBC News initially reported some witness as saying the sound may have been a car backfiring. The Associated Press and FOX News also reported speculation about fireworks or the gunfire having come from an indoor shooting range located in the basement of the Rayburn building. MSNBC suggested the noise may have been from a maintenance man working on an elevator shaft near the area where the shots were heard.

Police evacuated portions of Capitol Hill and told staff members to lock their office doors and “stay inside” as police searched the Rayburn Building floor by floor. At 3:15 p.m., CNN reported that Capitol Police had declared an “all clear” and employees and others inside the Rayburn Building were allowed to leave.

Employees in the Capitol complex were alerted to the incident via messages sent to their BlackBerries. They first urged employees to move to an interior office space away from windows, closing doors, grabbing their ‘Go-Kits’ and then to await further instructions. A second message sent at 12:20 p.m. EDT reminded employees to lock their office doors, and issued a code word that Capitol Police would use to confirm their identity when knocking at any door.

As the events unfolded, Bill Pickle said “we have been told by staff of shots fired and the smell of smoke in the lobby of the Rayburn House building,” said Mr Pickle. In a later statement he said “Police responded to the area where they believed the shots came from and smelled what seemed to be gunpowder.”

At a Press Conference lead by Sergeant Kimberly Schneider, public information officer of the U.S. Capitol Police, reported that shots were fired inside Rayburn House Office Building garage but that there were no current reports of injuries. It was later announced at 1:20 local time that there were two minor injuries, a woman who was shaken up and a policeman who twisted his ankle.

Current evidence indicates that the reports of gunfire in the Rayburn Building were actually staffers and Congresspeople hearing the sound of construction work in the elevator. A mechanic was reported to be using a pneumatic hammer, the sound of which, when echoing up the elevator shaft, could be misheard as gunfire by those unaccustomed to either sound. Reports of smoke have not been officially explained, though several comments have chalked the reports of smoke up as paranoia induced, suspecting people heard the warning of gunfire and attributed the origin of a slight or strange smell to the ignition of gunpowder.

Hey Contractors, How To Fill Out Aia Pay Apps Part 1

If we grabbed the first 10 small subcontractors you crossed paths with and tested them on filling out AIA pay applications, 7 or more would probably fail the test. At least, that’s about the error rate I’ve seen while reviewing pay applications.

AIA pay applications are frustratingly difficult to fill out. To fill one out correctly, you must ignore change orders that have been approved, but not processed. You must ignore receivables still outstanding from previous applications.

Basically, you have to divorce yourself from reality.

Pay apps are an important component of cash management. When you screw up your pay app, three things might happen, none of which put you in good standing with your general contractor, and two of which damage your cash position:

1. Your project manager cuts your request to a value he can understand. You receive a partial payment.

2. Your project manager informs you that you if you don’t get a corrected application in by the deadline, you will have to wait another 30 days for payment. You may not receive any payment.

3. Your project manager makes the corrections himself and may hold it against you in the future when you need a favor or are looking for work. Like the rest of us, project managers like working with people who don’t create headaches.

You really have no choice other than learning how to fill out the AIA form correctly.

I am going to show you how to fill one out correctly. In Part 1, we attack the first page (AIA form G702) and in Part 2 we will work on the second page (AIA form G703).

Before we get started, grab a copy of the form. If you don’t have access to one, drop me an email and I’ll send you the form.

Line 1, Original Contract Sum.

The price the GC agreed to pay you for the scope of work you agreed to perform. This includes all accepted alternates.

Pull out your contract. Look at it. This number should NEVER change from your first pay application to your last.

Assume your contract was for $900,000.

Line 2, Net Change by Change Orders.

Here it is. The line that creates much frustration.

Add up all of the change orders that have been priced and FORMALLY approved by the GC. If the project manager is sitting on your change order paper work, call him at least a week before your pay application is due and URGE HIM to complete the paper work. Being the squeaky wheel is often your only recourse.

Assume the GC has processed and signed $100,000 in change orders.

Line 3, Contract Sum to Date

This should be easy. Add the numbers on lines 1 and 2. This is your OFFICIAL contract sum at the date of this pay application.

Your contract sum to date is $1,000,000 ($900,000 plus $100,000)

Line 4, Total Completed and Stored to Date

This value comes from the left side of column G on page 2. The box is the fourth from the left, bottom row.

For now assume that you have completed $500,000 of work and have stored $50,000 of materials in approved storage sites.

Your line 4 total would be $550,000.

Line 5, Retainage (three lines).

Your contract should set the terms of retention. If it doesn’t, demand that no retention be withheld! If the GC failed to put retention in your contract, do not allow him to use it.

On a side note, if you happen to be providing a performance bond, retention is not justified. The bond serves the same purpose as the retention.

Line 5a, _% of Completed Work.

In the blank next to the “a.”, write down the current retention percentage. Typically, it is 10%. Your contract may allow you to reduce the retention to 5% near substantial completion.

In the blank next to the dollar sign, you need to write down the dollar value of retention that applies to your completed work. To arrive at that number, turn to page 2 and add together the values from the bottoms of columns D and E. Multiple by 0.1 if the retention is 10% or by 0.05 if the retention is 5%.

Assuming 10% retention and $500,000 of completed work, write down $50,000.

Line 5b, _% of Stored Materials.

Repeat the process used for Line 5a except use the value from the bottom of column F on page 2 .

Usually, the retention for completed work and stored materials is the same. Write down whichever rate is contracted next to the “b.”. In the blank next to the dollar sign, write down the retention for your stored materials.

Assuming 10% retention and $50,000 of completed work, write down $5,000.

Line 5 Total Retainage.

Add together the totals from lines 5a and 5b. This value should match your total of column I on page 2.

For our example, the figure would be $55,000.

Line 6 Total Earned Less Retainage

What you’ve earned, as far as approved change orders are concerned, is on line 4. What the client is allowed to retain is on line 5. Subtract the Total Retainage ($55,000) from your earned revenue ($550,000) and enter the difference ($495,000) on Line 6.

Line 7 Less Previous Certificates for Payment

The pay application has now entered the twilight zone. Confusion is caused by generals and owners who take so long to pay that you are submitting your next pay application before the previous one gets paid.

Natural instinct is to write down payments received to date on line 7 and ignore pay requests being processed. Don’t do that. Trust the paper trail. This pay application doesn’t care whether you’ve been paid. It only cares whether you’ve earned additional payment.

Go back to your immediately preceding pay application and write down the value from Line 6 Total Earned Less Retainage on that application. For the sake of our example, assume you had submitted to date on $400,000.

Line 8 Current Payment Due

Take your Line 7 value ($400,000) and subtract it from your line 6 value ($495,000). Write down the difference on Line 8 $95,000).

This represents the value you should be paid for worked earned during this pay period AND any change in retainage during the pay period.

Line 9 Balance to Finish Including Retainage

Take the contract sum to date from Line 3 ($1,000,000) and subtract the Total Earned Less Retainage from Line 6 ($495,000). This tells the General Contractor that he is contracted to pay you an additional $505,000 AFTER paying this application.

This is another confusing line because it acts as if all change orders have been formally processed and that all previous pay applications have been paid in full. What a dream world the AIA

lives in.

Frequently, clients and GCs only pay part of your application. The AIA form never reflects partial payment of an application. It wasn’t designed to. Keep track of what’s been paid vs. what’s been earned and invoiced (applied for).

The table at the bottom of page one is fairly straight forward. You will need to separate the change orders that add money to your contract from those that subtract money from your contract. The Net Changes by Change Order should be exactly equal to the value you entered on line 2.

In summary, following the instructions and you have a shot at getting paid everything you’re owed.

UAE launches national authority for scientific research

The United Arab Emirates (UAE) has announced its first national authority for scientific research (NASR) to coordinate and fund scientific research in the country.

The national authority for scientific research was announced on March 7 by Shaikh Nahyan bin Mubarak Al Nahyan, UAE minister for higher education and scientific research. NASR will begin with an annual budget of AED100 million (approximately US$27.2 million). The authority hopes to receive additional contributions from the public and the private sector.

NASR will look to fund research projects in various fields, including engineering, technology, medicine, water and agriculture, proposing specific projects to be competed for by researchers at universities and private research institutes.

“Projects are going to be selected to help promote scientific research and the growth of UAE society and we will compare them with international scientific research criteria,” Gulf News quoted Al Nahyan as saying at the launch.

NASR will also train scientists and develop programmes for promoting public science awareness. It will also coordinate with government authorities on the issue of intellectual property rights, by providing advice on how companies and research centres should go about protecting their discoveries in the form of patents or licenses. It will also provide scholarships for researchers in the UAE to work on international research programmes, and organise national scientific conferences. NASR forms part of the UAE’s strategic plan to improve higher education and scientific research.

Zakaria Maamar, associate professor at the College of Information Technology at Zayed University, UAE, told Science and Development Network (SciDev.Net) that, “This initiative is another boost to the research and development activities that are carried out in the UAE. It will definitely provide researchers with the appropriate funds to sustain such activities and promote best practices in the community.”

Said Elnaffar, assistant professor at the college of information technology at the United Arab Emirates University, told SciDev.Net that, with this initiative, the UAE is taking the lead and setting a good example by building a strong development infrastructure founded on knowledge discovery and research.

Ten-ton ice cube melting in Seattle park

A cube of ice, weighing about ten tons (about 9000 kg) and measuring 80 inches (2m) per side, is melting in Seattle, Washington’s Occidental Park. The temporary art installation, set up yesterday morning, “showcases the stages of the natural water cycle as the ice shifts from opaque to translucent”, the artists said.

The project is part of the Seattle Design Festival, and was designed by Olson Kundig Architects’ Clay Anderson, Noah Conlay, Jarri Hasnain, Gregory Nakata, and Mark Olthoff. Crews began assembling blocks yesterday morning and had stacked all 64 blocks in place by 8:00 am.

It is not certain how long the 64 blocks of ice that make up the cube will take to melt, and discovering how the process unfolds is part of the intent. Olson Kundig contacted University of Washington meteorologist Cliff Mass to try to estimate the time it would take to melt, which Mass called “not a trivial calculation”. He said the variables included how much sun warms the block, in turn dependent on cloud cover; condensation on the block’s surface, thus variables like humidity, temperature, and wind; and heat conduction, both from the ground and from the surrounding air.

The installation inspired photographers at The Seattle Times, and under the hashtag #ok_icecube at Instagram and Twitter.

On October 14, 2008, Canadians will be heading to the polls for the federal election. New Democratic Party candidate Pastor Ryan Dolby is standing for election in the riding of Elgin—Middlesex—London.

Born in Chatham, he moved to St. Thomas in 1994, and recently to the Village of Shedden. An employee of Lear Corporation, Dolby is a CAW Local 2168 member, who serves as Union Benefits Representative, and Local Trustee and Chair of the Union in Politics Committee. A CAW Council Delegate representative, he was appointed to the CAW National Employment Insurance Committee in 2006. He is involved in community organizations ranging from the St. Thomas Action Centre, United Way, the St. Thomas Women’s Shelter and the St. Thomas Fanshawe College Campus Advisory Committee. Having studied at the University of Windsor, he is currently completing the Labour Studies Certificate Program at McMaster University, aiming towards a Bachelor’s Degree in Labour Studies
